Definition

Innovation is new thing derived from the exploitation of knowledge and creativity, leading to enhancement of social and economic value.

Innovation System is implementation mechanisms of many agents to foster innovation.

National Innovation System is implementation mechanisms established at national level, linking all stakeholders to foster innovation widely in the country.

Innovation mission

NIA is currently examining national innovation system which principally aims to promote innovation at practical level, i.e. to create an approach for practical innovation policy. Since a private sector is a key driver in innovation system, NIA has started to initiate several projects on analysis and making of strategic innovation through the collaboration with National Economic and Social Development Board to increase national competitiveness in industrial sector.
The scope of innovation system includes collecting information for the analysis of linkages among innovation in industrial sector to expand national economic growth, determining essential elements for national innovation, and investigating capacity and efficacy of the industrial sector to create innovation. To the end, these studies will suggest ways to establish practical innovation policy for a creation of strategic innovation in industries and organizations to stimulate national innovation system, thereby expanding national competitiveness. Furthermore, NIA has done comparative study on Innovation Management in the US and EC to Innovation Development in Thailand, which is the in-dept study of innovation management in knowledge-driven economy for future strategic suggestions.

Development of Innovation Agency

Towards a step into becoming a leader in innovation, NIA mainly focuses on employing strategic planing and efficient management for the most up-to-date information, maintaining its performance at sustained quality, and becoming versatility in order to perform its activities at the fastest pace. Information Technology is applied to the NIA management system with an aim to be paperless office in the near future.

NIA has adopted efficient management system into 5 sectors as followed:

  1. Financial management
    NIA has employed Information Technology(IT) to efficiently monitor and report its progress in annual budget via an online networking. This progress report is subsequently sent to the Ministry of Science and Technology, who supervises NIA, in real time format that can be reported monthly, trimester, or by types of budget, calculation budget spending rate to follow up and further plan future budget spending in the most efficient way.
  2. Personnel management
    In order to efficiently manage personnel department and completely eliminate paper-base reports, NIA has created NIA Calendar on the web service system. Each employee can easily input useful information or report work progress in or outside the NIA office.
  3. Database management
    NIA web site is updated periodically and more up-to-date data becomes available. Several useful information are available online, e.g. activities, seminars, news and events, and publications, and newsletter (InnoLinks). Additionally, people can readily download forms and applications for NIA funding and acquire information and steps to obtain NIA grants. In the near future, NIA aims to be a full eService agency.

    Furthermore, NIA has employed following database to ensure high quality management:

    • Department Operation Center(DOC)-an information collection and progress report online system
    • Member of ELIbrary or Journal Link-to provide knowledge to public
    • Promote distribution of scientific knowledge, technology, and innovation to the public through Science and Technology Knowledge Center (STKC).
    • Currently developing online eLearning of IME course \
    • NIA contact directory-to enable NIA employee to have access to specified contact list for specific activities
  4. Project management
    To enable NIA administrators and employees to have quick access to the information of ongoing projects, NIA has developed a client-server which has the same infrastructure as the NIA. This server serves as a center to collect data electronically and is easy to search. Since the NIA framework is mainly project based, project code is them employed for an easy access to monitor work progress on each project.
  5. Monitoring and Evaluation
    Client server not only enable collecting data into groups, but also to follow-up and evaluate NIA past activities. Key Performance Indicator-KPI is used as a tool to evaluate progress of each project. The evaluation is sent to Ministry of Science and Technology as a key to help oversee project management for reaching toward strategic goals.

Nonetheless, all the management elements stated above are evaluated internally by the NIA and externally by Misnistry of Science and Technology to ensure the effectiveness of the agency.
